Training on "Genetic Resources Conservation Programme"

Training on “Genetic Resources Conservation Programme” for cattle and pig breeders associations, with particular consideration of Package 7 of the Agri-environmental Programme within the framework of Rural Development Programme 2007 – 2013, Pawłowice, 19 April 2011

The training on problems related to the implementation of the cattle and pig genetic resources conservation programme, intended primarily for cattle and pig breeders associations, took place on 19 April 2011 at the Experimental Station of the National Research Institute of Animal Production in Pawłowice.

The subject matter focused on changes in the agri-environmental programme (Rural Development Programme 2007-2013), particularly those concerning Package 7, which were introduced with the amendment of the agri-environmental regulation (Journal of Laws of 2011, No 55, item 289), verification of proposals and the mode of decision making in the agri-environmental programme, as well as the principles for checking this Package. The Procedures for the implementation of the cattle and pig genetic resources conservation programmes were also discussed.

The training was chaired by Professor Jędrzej Krupiński Ph.D., Director of the National Research Institute of Animal Production. It gathered representatives of Polish Pig Breeders and Producers AssociationPOLSUSheaded by its Director, Tadeusz Blicharski Ph.D., members of the POLSUS branch office in Lublin headed by Mirosława Gamoń, and representatives of the Poznań University of Life Sciences with Professor Janusz Buczyński.

Representatives of the Polish Federation of Cattle Breeders and Dairy Farmers with Anna Siekierska and selectors from the Federation’s regional departments were also present. The training was attended by representatives of the University of Life Sciences in Lublin with Witold Chabuz, Ph.D.; representatives of the Polish Red Cattle Breeders Association with Vice President Piotr Rydel; representatives of the Karkonosze Association of Cattle Breeders with President Jacek Ozgowicz; and representatives of breeders from south-western and northern regions of Poland. The meeting was also attended by representatives of the Ministry of Agriculture and Rural Development (Agnieszka Kucharska from the Department of Direct Payments) and The Agency for Restructuring and Modernisation of Agriculture (Marcin Sroka from the Agency’s Branch in Wielkopolska).

As part of the training, lectures were given by experts from the Ministry of Agriculture and Rural Development, The Agency for Restructuring and Modernisation of Agriculture, and the National Research Institute of Animal Production. Each lecture was followed by an animated discussion concerning, among others, the changes in the rules for the participation of breeders in the Agri-environmental programme, with special consideration of Package 7; new kinds of sanctions for breeders overdeclaring the number of animals; and modified procedures for participation of breeders in the implementation of conservation programmes. During the training, the experts also responded to numerous questions from the employees of breeders associations concerning both the agri-environmental programme and the cattle and pig genetic resources conservation programmes.
